May-2006Start of TCE- Total Control of Epidemic in India
HPPI started the first TCE Project in India at Narela Industrial Area situated in North Delhi funded by the Irish Aid.
The Project will run over 3 years and will pioneer a comprehensive model of Prevention and Support based on the consistent daily efforts of 20 engaged young people reaching out to the app. 110,000 factory workers and related service workers in Narela Industrial Area and approx. 10,000 Commercial Sex Workers (CSWs) who are mainly from Sonipat in Haryana and Delhi. Over 90% of the workers are migrant laborers and live far away from their families for months and years at a time. Many work and live at the factories, other reside in the villages. Young girls and married women from extremely poor families are known to sell sexual favors to the migrant workers. There are many drinking places in the area, where also sex takes place.
The training and deployment of 20 TCE Field Officers in this area will give a unique opportunity to build a trusting relationship with the workers, the women that sell sex and their families, and through this influence behavior and reduce the risk of HIV transmission. The TCE Field Officers will also educate the owners of the industries and work together with them to find the best solutions to implement the program without disturbing the production. The industry owners will be proud of being a part of this important struggle to prevent the explosion of an HIV/AIDS epidemic in their area.
The objectives of the proposed intervention are to mobilize the total population in the Narela Industrial Area, and its neighboring communities to get control of HIV.
This will be achieved through individual education; mobilization and counseling for behavior change – resulting in:
· Decrease in number of non-regular sex partners
· Increase in consistent condom-use by people who take part in risky sexual behavior
· Increase in referrals to STD clinics and VCT Centers.
· Increase in referrals to HIV Clinics
· Decrease in virus transmission
Till date the staff at the project has done the Mapping of Kurani/ Kurani Mandi/ Panjabi Colony and Metro Vihar as these are the areas where the Commercial Sex Workers reside and do their business. In the coming week the staff is planning to start up a 5 days baseline survey with the help of 10 Development Instructors from Training Centre for Global Development in Behror, Rajasthan. By the end of the coming week the staff will also be starting up initial 14 days training of the Field Officers and after that the Field Officers will be introduced to their respective fields.
The main activities to be achieved in 3 years for each Field Officer are:
- To reach approx. 5.500 Factory labors and approx. 500 Commercial Sex Workers from the nearby area with information on HIV/AIDS by each Field Officer.
- To establish TCE community libraries run by passionates.
- To promote good nutrition and healthy food.
- To promote condom usage among the labors and CSW’s.
- To counsel the labors to go for testing.
- To counseling people living with HIV provide support and refer those in need of Anti Retroviral treatment.

On the 9th of May we had the great pleasure of being announced, by The World Bank Development Marketplace-2006, as a winner for “Innovative projects within Water, Sanitation and Energy services to poor people”.
2,525 project proposals from all over the World competed in the first round, November – January, out of which 118 proposals from 55 countries were selected for a final round. On the 8-9th of May we participated in the final round and were selected as one of the 30 final winners, with the project “Fences for Fuel in Virat Nagar Block, Jaipur, India”.
In brief, our project will work with 40 farmers clubs (400 farmers) in 40 villages in Virat Nagar to plant Jatropha (oil seed plant). At a later stage the farmers will extract oil and produce biodiesel for own consumption and/or for sale.
The project will be implemented under Community Development Project, Virat Nagar.
Start of Community Development Project Jaipur
Humana People to People India started Community Development Project in a Jhalana Kacchi Busty in Jaipur (a slum). The project is under Japan Fund for Poverty Reduction, funded by the Asian Development Bank through Rajasthan Urban Infrastructure Development Project (RUIDP). Through this project, HPPI will reach out to 11,369 households which are about 7,000 families.
The main activities are to:
· Establish street cleaning systems
· Formation of youth and self help groups
· Establish recreational areas (2 parks)
· Connect each household to a proper sewer system
The staff at the project has successful formed 10 self help groups, 8 youth groups and are in the process of starting proper collection of garbage.
New Partnerships
HPPI signed a contract with German Embassy in Delhi on 22nd of May 2006 for construction of 40 toilets and 20 Rain water harvesting structures in 15 villages of Behror block in Alwar district of Rajasthan. This programme is a part of the already existing Harit Sankalp project. |

 UNESCO has funded for printing the TCE books in Hindi which will be utilized in the project.
 3 Field Officers have been recruited and the staff is in the process of recruiting 17 more Field Officers and training them.
