The year 2020 started with the outbreak of the Coronavirus, the brunt of which we are all still facing. The COVID-19 pandemic affected the rich and poor alike. However, it did impact the country’s poor and marginalized communities in the most adverse manner.

Along with being a health crisis, the pandemic also affected people’s livelihood.

With the nationwide lockdown imposed to contain the spread of the virus, people lost their jobs, especially ones who depended on daily wages. Many migrant workers had to return to their native hometowns and villages in search of alternate livelihood.

Even though the Government had announced food distribution drives and relief packages, due to lack of information about these, most needful people could not access the benefits of these schemes. Instead, thousands of migrant workers were scared, panicked and many walked their way back home for days.

The Social Security Scheme Linkage Project aims to ensure that the various relief and social security schemes of National and State Governments are made accessible to 7,000 migrant workers and their families in seven districts of Haryana. The Government of India and the State Government of Haryana have both announced relief packages for those affected by the crisis and the lockdown. These packages include insurance for frontline health workers, increased subsidies for food grains, and cash transfers for the poor, vulnerable women, and daily wage earners.

HPPI is a collaboration with UNDP India is implementing this Project in Rewari, Mahendergarh, Charkhi Dadari, Bhiwani, Rohtak, Sonipat and Jhajjar in Haryana under which eligible households are facilitated to uptake entitlements under COVID welfare packages and other social protection schemes in collaboration with Gram Panchayat and District Administration.

As on August 31, 2,165 people have attended the awareness training organised in the seven districts and 113 people have been connected to social security schemes so far. Some of the schemes include Public Distribution Scheme – Provision Pradhan Mantri Jan Dhan Yojna, Kisan Samman Yojna, Annapurna Scheme, MUDRA Yojna - Pradhan Mantri MUDRA Yojana and Behaviour Change.
